At the same time, opportunities to increase revenue are often constrained by government funding settings and the affordability of fees for families.</p><p style="text-align:justify;"><br/></p><p style="text-align:justify;">Unlike some other sectors, sustainability challenges cannot simply be solved by increasing prices or significantly expanding utilisation.
